Simple things to consider, and check - is your alternator belt tight ?
Your battery - yes it's always on a trickle charge, but if it has dead cell(s) it will never hold voltage and produce amperage.
Consider looking at these before considering voltage regulator and/or alternator status.

I checked the cut off by removing it from the system and it made no difference. I will have the battery checked to make sure it has not gone bad. I do need the cut off since there are no door locks on the car.
