Holy crap! Your are absolutely right. I transposed the roman numerals when cross referencing the location. The relay in question is in VI (Window relay 928.615.126.00) not in location IV (ignition). Thanks for the good catch!
The windows do work normally right now. I will test by pulling, and get a replacement as you suggest.

I confirm this is for the Windows. It does not add any special functions. I have to hold for window up and down functions. I think this is a simple case of the cover coming off.
I think I'll look for replacement I don't like the idea of having a relay without a cover in the fuse panel
