Mysteries - 14 Pin Connector Above CE Panel

Hey all,
Currently working through the refresh of my CE Panel and found some oddities in the 14-Pin Connector above it.
1. One of the pins (red/white) was taped off and not connected to the 12-pin connector. I've put a yellow indicating where it could go. (1st pic)
2. Two of the wires are crimped together upstream and then split back out to connect to the two pins highlighted in yellow (2nd pic)
Any ideas why both of these might have been done?
