the hatch latch could be a worn out lower collar,
swap in a new part then test.

From your info the cable has come out of the motor and or the motor is jammed.
raise the seat up as high as it will go then see if you can get to the motors

Recline motor is actually mounted in the headrest. Hard to access. You may want to put the seat up on a workbench or on a truck tailgate with bottom up, power it via a direct battery hookup and inspect operation. It might be a worn wire feeding the motor at the base of the seatback where it is hinged.

If the motor runs in one way, but not the other, the problem is most likely in the switch. The same wires go to the motor, they just get power in different directions to make it go each way.

Pulling the seats out and working on the on a bench is the easiest. Run them all as high as they can go. Then forward to pull the back bolts, back for the fronts. The bolts go into square plates in the channels. The rear plates are sort of captive. They will slide around a bit but not fall out. The fronts are not. You can use a pick, small needle nose pliers or a magnet to retrieve them when the fall into the hole.

You can use the opportunity to clean up the jackscrews that are in the front/back traverse mechanism.
