It is super easy to check the belt tension on a 16v. After I did the TB/WP there is a slight squeal somewhere in the front of the engine. The timing belt was way too tight and I hope correcting the tension helps. Picture shows the belt after adjustment of the tensioner.
The other issue I have uncovered is that the belt has migrated to the back of the cam gear. Would my over tight situation cause this?

I think I read where that can be an indicator that the water pump impeller has migrated back towards the block, which is especially bad if you have a metal impeller. But you just put on a new one, if I read your post right...so that's a little odd.

Yeah and the impeller cannot migrate back because we staked the shaft.

This is your '81, right? Could the shoulder-bolt have gotten bent when the belt was too tight? How much too tight was it? (How many "flats" did you wind up loosening the tensioner?)

It is the 81. 5 flats brought the tensioner back to the center. I rotated the crank two rotations back to #1 tdc. I did not replace the shoulder bolt.

Do you have the large conical washer on the front and the rear of the crank gear?

Yes I do, in the correct orientation. The back washer was marred a bit on removal and I was not able to get it 100% bent back into shape for reinstallation. So it might have a small section that is more perpendicular with the crank gear teeth rather than being dished slightly away.
