Default Cooling Fan Run On Operation

The manual says that the cooling fan is supposed to continue to run even when the car is turned off when the engine is hot. My fan cycles on and off normally, but turns off immediately when the key is turned off. Fuse #23 (fan run on) is OK. Any suggestions?

It may not be hot enough to trigger the fan cool-down cycle. This is NOT a normal, happen-every-time deal. The run-on is ONLY for when the intake manifold is really hot when you shut down.

My '90 GT only does it on very hot days after the A/C has been running, or car has been sitting in traffic, etc. Pretty rare occasion even on some of these days.
