Default Headlights light up with switch off

Got a '86.5 last week as a parts car which runs and is borderline as a decent 928 with 62K miles. When I initially hooked up the battery both headlights lighted up but did not pop up with the switch turned off. Besides checking grounds and relays, what other areas should I check?

Sounds like a stuck relay to me. Does cycling the switch change anything?/

Jake
Cycling the switch does nothing. Will bang on the relay. I believe it's the double relay bottom right for '86.
