Because you can test whether the fan works at all by shorting across the temperature sender, or jumping across the relay terminals, but that won't tell you whether the switches are turning it on when they're supposed to.

You could remove the fan belt (by loosening tension at the air pump, after removing the alternator belt) and let it idle until the fan kicks on. Watch your temp gauge, of course, in case the fan doesn't work. Fan should kick on just after it crosses the upper thin white line. If your temp gauge is suspect, keep an IR thermometer on the radiator hose.
