no ignition key

ive found a 1980 928 s for sale but it has no keys, owner says the engine turns over using a screw driver but will not start. Does it need a proper coded key to enable the ECU to start the engine?

Where's he putting the screwdriver?
If he's bridging the starter solenoid, then the ignition would still be off, and the car would not start.
If he's pulled the ignition switch from behind the lock mechanism and is turning that with a screwdriver, the engine should start.
