What's this line (and how do I get past)?

Working through TB job and was just about to pull off LHS cam cover (left of photo) to find it is blocked by the fastener on this hose clamp!
What is the line causing problem? At this point it changes from metal section to rubber just below clamp, so I'm guessing it's the PS return line on way back from cooler?
I need to make room for the cam cover to come off. That 10mm bolt is dug right into the rubber, so I can't squeeze a socket onto it. I haven't tried loosening clamp and rotating it but it must have been there a long time so it may be dug into the rubber there. If I destroy the clamp then I would need to separate that line at the rubber/metal join to get a new one on.

That is the Power steering line, just loosen the clamp and rotate it and snug it back up.
When replacing that rubber PS hose, I usually reinstall them w/ the clamp on the inside so that the cover can be removed w/o having to loosen it again.

Thanks Dave I will give that a try now!
I have replaced only section of the return line (rubber section from where it emerges from fender to reservoir) so I can't see occasion to replace that hose unless if fails there which would be unusual?
