Default Hot Start

I have an 87 S4 with 117K on the clock that has hot start issues. I say hot start because the first start of the day fires right up without pushing the gas pedal. Once I stop, even after letting it sit for 8 hours, while at work requires several seconds and pushing the gas pedal to get it running.

I pulled the vacuum lines from the FPR and both fuel dampers and I get fuel dripping out. Not just the smell of fuel. Is it possible for all 3 to go at once? Or would a faulty regulator lead to this? Any other thoughts would be appreciated.
