I plan to convert my AirCon system/fluid on my 1992 GTS from R12 to R135a.
I plan to change all AC hoses, the compressor, the condenser, the valve etc. to new items. However, I am considering whether I need to replace the evaporator which I know is a struggle to remove.
My question is would I need to use PAG oil in the event that I do not change the evaporator even if I fully flush the system?

You should not have to swap that. It contains SO little of the old oil, not worth it.
I'm sure you will, but you did not list seals, dont forget the seals.
IMHO, I would stay R12, fix any issues, and go with the more efficient R12, which..was just fine the first 20yrs of the car.
