A friend was considering this, but it's too far to go and get, and paying to ship a non-runner gets expensive quickly.

Mileage on grey-market cars is an absolute crapshoot. Theory is that the federalization includes replacing the KPH speedo with a MPH speedo, and the odometer should be adjusted to match original. It's way too easy to either reset a used odo to lower miles, or buy a new speedo with no miles on it. The original federalization papers should have the as-found and as-left numbers on it. If it wasn't officially federalized, there are other challenges that vary depending on where you try to register it.

As far as the rest of the description,... this is a parts car. Doesn't run, no clue why, everything is old/tired/unverifiable. The driveline behind the engine might be worth something, but no way to determine condition short of teardown. There are running cars in this price range that will need a lot less, IMHO.
