Two second fuel pump run at start up

I have a 1983 Euro with mechanical fuel injection and I lose fuel pressure when the car sits for several hours. I noticed today that I do not get a two second pump run until I turn the ignition key to start. The engine starts hard and stumbles until I get fuel to all eight. If I then shut down and try again immediately it lights up in one heart beat and runs smoothly.
I have two questions:
Should I get a two second fuel pump run in the on position rather than start?
Should I expect to lose pressure when the car sits for three or four hours and is that the reason for the two second pump run?

I thought I was missing the 2 second run at On, but its quite hard to hear if there is ANY background noise. As long as you have the correct relay (from Roger), it should happen.
