Default Front jacking points 1978

Yesterday I did a somewhat emotional posting about the plane crash in Ukraine, before asking the question about the front jacking points being rusted. I realise that the question got lost in the news about the airplane. I am however at a point of decission making on what to do with those jacking points so I hope there is someone who has some knowledge about these things.

This is the situation: underside front jacking points are somewhat rusted. I think mud got trapped in the holes that go up in the body. now these little blanked off tubes are rusty and the metal is thin now I removed the rust. There is also a small hole there. I don't want any moisture to enter the interior throught thast hole. How can I reach the jacking points from the inside of the car? One seems to be hiding behind the footrest on the drivers side. One is behind the switch board in the passenger footwell, but i can reach neither of them.

Th base plate and the body parts around it are fine.
What to do? Can I just protect the metal and close up the little rust hole and leave it? Or is this a structural part?
