Question Low Fuel Supply

I've been chasing a lean condition off throttle that I believe is due to a low fuel supply. Initially i checked the fuel supply and found that I was only getting around 950cc instead of the 1350cc the manual indicates. I traced the lines from the tank to the engine compartment and found that they were good (not crushed). Since the fuel filter is only 5 years old I replaced the fuel pump thinking that was the problem, that didn't help. Last October I replumbed the fuel system and installed a new AFPR and a new damper at the rear of the engine, and I recently replaced a faulty bladder in the AFPR. The front damper is original, and my fuel pressure is anywhere I want it to be. Can a failed damper restrict fuel flow? If a damper or regulator holds vacuum and doesn't smell of fuel can it still be bad? Is it possible that the AFPR can restrict flow even if the pressure is good? (BTW, the AFPR is one of the Kirban units). TIA.
