You could refer to the bulletin on page 1 of this thread, and measure the voltages on the connectors themselves. That removes the cluster from the equation. If you don't have voltages on the cluster harness connectors (harness side, not cluster side) then you can trace it backwards...maybe a cut or kinked wire somewhere?
