Default Access to the rear of the front tow hook

I have asked before, but did not get an answer. So I am making a separate post.
Can anybody tell me how to access the rear of the front tow hook so as to put some penetrant into the hole to see if the tow hook plug can be persuaded out.

yes take a 1/8 drill bit and drill through the plug in the center of the allen hole.
Then put your PB blaster tube into the hole and add some blaster do this for a few weeks,
then try to remove the plug

Thanks, but the hole is a thru hole, so how do you access the rear of the hole without drilling?
Where does it come thru?

you dont ,
Water can fill behind the plug from it leaking down through the frame

the back end is inside the frame rail.....completely boxed in.
