The VIN tag on the A-pillar under the windshield is the country-specific VIN, so the JB0 is the VBS-code for a US/Canada -spec car. I'm guessing the WP0ZZZ number you list is the one from the passenger side fender in the engine compartment?

Design 90 wheels weren't an option in '88. My understanding is they were standard starting on '90 GT's and were optional on '90 S4's.
