Solved - sorry to be a pest.
The control cams assembly 928 347 010 00, (which includes the 4-ear spline that enters the ignition switch and the plastic cam behind) can be tapped gently towards the ignition key side and it comes away easily. Illustration 403-06 Page 001 PET, Position 8.

The control cams part number changed in '93, so I will need to figure whether to take it the donor steering tube assembly or re-use the one that came from Roger
