You completely miss the reasoning behind the conical washers and why the hole is the size it is. If you note, the hole is actually not drilled/machined, but cast. It's because it is not load bearing. The machined surfaces which the conical washers sit on are load bearing.

When system is set up correctly that upper arm bolt will not move at all. Concave pieces on both sides keep it centered and rubber in bushing flexes as much as is needed. Bolt and concave things are not meant to move at all once car is on the road and suspension is in normal driving position. If there were any movement in any other part than rubber entire setup would be build differently. Do not leave concave spacers off.
