Default CAM cover questions on bracket on PS

Questions: Missing bolt (after head rebuild) PS

Bolt holding bracket for a ground wire. (if i recall correctly)

Is the bolt size a M8 x 20 mm ?

I can only assume the flat screw head is just a guide and its held by one bolt.

Can i assume its a better idea to install the bracket after the CAM cover is installed?

Also does the bracket go in or out ? (pic displays going in versus out)
