89 928 auto tachometer problem

So my tachometer is doing something I've never seen before. I brought it up in my first post (thanks Kurt for the help w/ hesitation!), but I thought I'd break it out to see if anyone has any ideas.
I have no problem starting the car, but the Tach gauge jumps to ~2900 RPM and stays there. As I push down the pedal, it goes up a little bit, but never goes above 3000 rpm. As the pedal approaches the floor and the engine sounds like it's approaching what should be the redline, the Tach dies and falls to zero.
I've been going through every post I can find to try and figure out what the source of this problem might be. I've cleaned the ground strap, grounds under the steering column, above the CE panel, on both coils (replaced one coil), replaced relays, checked fuses (the fuse 24 port has charring around the edges, but the interior lights work), and replaced the distributors, rotors, plugs, and wires. I also pulled the pod and cleaned off all the connections, inside and out.
I'm going to clean off the 14 pin connector next, but I'm hoping someone here has an idea of what electric ghost is in the system.

The tach signal goes through the kickdown relay. Do you have access to an oscilloscope? The short or whatever is going on has to be on the in the pod or in the wiring between the pod and the kickdown relay, otherwise your car wouldn't run at all.

I don't have an oscilloscope, but I do have a very good digital multimeter. I did some wire tracing and testing for the tach problem and found some interesting stuff, assuming I tested correctly. I checked for voltage at diagnostic pin 14, CE panel wire M11, and wire W11 (tach signal from LH?). All have a constant 5.8 volts, no matter what I do with the peddle. I assume this is bad, but I have no reference to compare. Anyone have ideas on what might be causing this? Am I measuring incorrectly? Could there be a bad wire on the CE panel?
I also removed the kick down relay and that didn't make a difference. Any ideas would be helfpul.
