Sorry but I have questions.
- If the crank is locked, why is the OP rotating the cams?
- Why should the cams be at a different point then what he marked when he took the belt off?
In my shade tree mechanic opinion he should put the belt on at the same points that he took it off.
Any thoughts?

What happened is that the OP first got the crank to TDC along with the cams,
then turned the crank one more turn to set the damper at 45 BTDC, ( dont turn the crank backwards rule was being followed)
This effectively put the crank at 45 degrees BTDC again but now the cams are 180 degrees out of time.
To fix this with the crank now set at 45BTDC the cams can be safely turned to the proper orientation of 45 BTDC
IE the red dots on the cam pulleys can be set back to the pointers
NOTE the crank keyway is pointing to the 3 O clock position, this indicates its at 45 BTDC
then turned the crank one more turn to set the damper at 45 BTDC, ( dont turn the crank backwards rule was being followed)

Yes it would have worked but the belt tension needs to be set/checked at TDC on cylinder nr. 1. Note the 32Vr can also be used to set the timing with the cams 180 degrees out.
