Russia has high import taxes on new/used cars. I'm not sure how much, but that could be part of the asking price. Turning miles back on a car is always a possibility, but at this price range? I'm sure that would be one of the things potential buyer will be asking first....

5+ years old used cars have much higher tax than new ones. This is to protect domestic production. Buy new Lada or 5-10 years old BMW imported from Germany question would be easy to answer without extra tax.
