Default Hole with grommet above ce panel on firewall?

Access hole in firewall passenger side just below the cam end seal. It has a rubber cap, rounded corners about 4" x 2". Is that for rear AC lines? Mine had a bunch of dirt in it and the metal bit that snaps it closed is rusted to ****. Is it ok to just fill it with some expanding foam or stuff a rag in it as a temp fix?

Sorry I should have taken a pic, but the car is off the hoist now.

Not for rear A/C. Those lines run down the firewall and along the underside of the body. I think you are looking at the flap that lets water and debris out of the area under the cowl cover where the climate control blower, A/C evaporator housing, and wiper motor live. That flap should be free to open under the weight of any water that gets into the under-cowl cover area. Remove the cowl cover and pour some water into the under-cowl area. I think you will see it running out that flap and down the firewall.
