Once again good info from all, thanks! The vacuum advance does work, and damper is new and holds vacuum. Timing is at stock setting, but will look further into there. Car has been "put away" for awhile, but will be bringing back to life this summer. I'm hoping I can fix mpg issue before I make the '81 my daily driver again. Highway mpg was at 16, no matter how I drove it.
