Your 84 should already start in 1st. Second gear starts didn't happen until MY 87.
As Alan suggests the AT can be controlled very effectively by manually moving the shifter between D, 3 and2. It's commonly referred to as rowing the shifter. Using this method you can pretty much do everything but force 1st gear after is has already upshifted to second. if you wanted to install a momentary kick down bypass you could pretty much select any gear you desired.
Starting/accelerating:
Your car starts in 1st.
If in D it will shift normally from 1st to 2nd to 3rd to 4th.
If in 3 it will shift normally from 1st to 2nd to 3rd .
If in 2 it will hold 1st until close to redline before shifting to 2nd.
A convenient way to control the shift point is to start in 2 (still 1st gear start) then when you are ready for it to shift to 2nd, just momentarily shift the lever 2 to 3 and then back to 2 in rapid succession. It will now hold second. When you are ready to shift to 3rd, just progress the lever to 3. And likewise when you are ready for 4th, just shift to D.
During decal:
You can force a down shift from 4th to 3rd and from 3rd to 2nd by moving the lever to 3 and then to 2 as appropriate for the desired gear. To force an earlier than normal (above about 10 mph) down shift to first would require the use of a kick down bypass switch.

Guys, there is now work in progress by some to adapt the Chevy 7spd auto to the 928. It will also allow for the paddle shift option. When It is done, I will look into it. I am not ready to get rid of my 32v engine as I love its smoothness and its sound and power. But, the 7spd + paddleshift sound like a possible match made in heaven. It should also improve gas mileage.
