Default no start no dash warning lights

I have an 1988 S4 manual trans car. It won't start. The engine cranks over but does not try to fire. I can hear the fuel pump running after cranking. I measured the fuel pressure at 54 psi. When I turn the key on, the dash warning lights do not illuminate. I suspected that the ignition switch could have been at fault so I swapped it with another thought to be "good used" with no change. I have swapped some relays with no effect. What relay feeds the warning lights? I checked for spark and have spark coming from both banks. The spark is not as sharp and hot as I would like to see but certainly enough to ignite the mixture (if there is any). I think the lack of dash warning lights has got to be an important indication.

The car was running excellently when I last used it 2 weeks ago. Timing belt is current. I had the LH computer rebuilt a couple years ago by Louie Ott. Again what powers the warning lights?

Thanks, Neil

That was my initial thought too when I started the read, but he states he did make a change to another. That one bad too ? I don't know about that.

Have you checked/swapped the LH and EZK relays? edit: just saw you have spark.
