Default Cluster/ gauges issues

My 1980 928 has the strangest issues with the instrument cluster. I pulled the CE board and cleaned it all up, I cleaned most of the grounds! (Got the ones on the engine, by the headlights, behind the CE, under the dash, Battery. The temp gauge, fuel gauge, oil pressure gauge are all really messed up. The oil pressure gauge is always spiked, the fuel gauge spikes almost all of the time, and the temp gauge spikes if you turn the light switch to the halfway point (the light switch is messed up too) When you move the wires around on the back the gauges move all over the place and random warning lights come on, the gauge illumination lights do not work either. I think it is the circuit board myself but I was told by the owner of 928s RUS that it is probably the circuit foil. I have no idea what to do. Help me.
