speedo sticking at 65 mph

Default speedo sticking at 65 mph

euro 82 928, recently had pod off for mileage gear work, trying to improve lights,followed the guides on here but was too frightened of the speedo needle to test movement after rebuilt (fingers like sausages!)

now it moves to 65mph but then holds there, doesn't flicker...my question is this:
if it was stuck would it work at all? = no
why then at 65? is there a internal mechanism?

do i simply remove the pod and gently wind it past this point to free it up?

as always I bow to the greater knowledge found on here

If my calculations are correct, when that baby hits 88 miles per hour... you're gonna see some serious ****.
