Is this dash salvagable?

I picked up a dash out of a wrecking yard car mid last year with the intent of repairing it, recovering and swapping out the warped dash in my car.
Plan is to recover in cork Vinyl.
Finally started taking a closer look this weekend and now I am wondering if this can be made to work.
It has many cracks although they don't seem as bad as other dash pictures I have seen. What ever covering was on the dash is now as rough as wall paper and rock hard. There is some seperation of what I assume is foam at the leading edge, windshield side, of the dash. The deterioration is especially bad around the vent openings.
If it is salvagable any suggestions on how to approach this repair. I have read Robb Budds write up on his web site but just not sure whether that porcess will work on this dash. Should I strip it to bare metal and then foam and cover if that is even possible?

The real question is can I repair the existing surface suffieciently to where it will allow a good recover job or do I need to strip down to the metal to get rid of all the old hardened foam?
Robb Budd's process and pre-sewn covering is to fill in cracks. Lay a layer of new foam across the top surface panel and then lay the new sewn cover over that.
Just wondering which is the best appraoch and whether anyone has ever stripped a dash down to the metal and started over?
