Low speed (0) is pretty low though - but you will get more air at speed
Having switched HVAC controllers in my '89 for one from a GTS, it now bugs me that there is no way to turn the HVAC "off". At least the 84-90 cars have a position on the main control slider which is turns the blower off (the filled Square).

On the later units, that position is the one for "recirculate" which is what I changed controllers to get (some of the freeway tunnels under Sydney have appalling air quality), but the closest I can now get to off is a mild breeze I need to finish off the current projects so I can investigate fitting the Audi/VW digital HVAC controller one of the aussie members has in his car.

You could always modify the set-up to have 0 fan speed actually be off. Need to disconnect one wire to the resistor pack (possible to remove the terminal from the plug wrap it and have the option to revert later). This is basically the same as the 1994/1995 configuration.
