Sorry this was left a long time with no answer.
Its not the Resistor Block because full speed and DEF bypass it
Since you have replaced the relays - check that the blower switch connector (its separate from the main HVAC connector on the switch side) is OK - that is the most likely cause.
Can you tell if the AC works - do you still get some cool air when underway at speed...?
