Default Checking early vin via non carfax or autocheck, state dmv?

I think a lot of states have some kind of vin related info available to the public. In Calif there is a smog history that can be checked.

and it works fine for early vin. Would be nice to fill in those early years.

Can we tentatively conclude that California digital records extend back to 1997 or so?

FWIW, Jadz 928's 84 Euro was federalized in california.
Port entry date we know was April of 1984.
Federal NHTSA paperwork looks to have been completed Feb 1985.

First smog test after (reported) addition of lambda ctrl valve, air pump, diverter valve, O2 sensor,ck valve, cat convertor, thermo vac switch and charcoal canister was 7/3/84 according to a generic Motor Vehicle Emission test report form submitted to California by "Import Certif. Lab" in Anaheim and notarized on 8/4/84. FYI, some of that emissions gear remains on the car.

We know from other records the car was registered and used in California originally, had a couple owner transfers, and remained in the state thru Sept. 2001.

Below are the records from Dangler's link (thanks btw) using entry of the ZZZ vin code of the Euro.
