Default smog pump- how stiff to turn? (86.5)

How stiff should a smog pump be turning the pulley by hand? Mine feels fairly stiff/ tight, but doesn't seem like it's bearings. I'll need it to work to pass
emissions after a non op, so no use finishing reassembly if it's bad. Don't want it to seize.

My pump belt has been off since I bought.

Passed 2 smogs...its just in who you see and have a relationship with...and if you do pass clean.

My "favorite" smog guy got suspended by the BAR
for closing his eyes to missing/ altered parts etc.
So, may as well have it work.

Ah..that sucks.

I anticipate...that once the numbers work out for the car population, California will only smog OBD cars.


Every time a Pre-OBD POS falls off the registration list..the closer that day comes.

I imagine it feels sticky due to the weird design. By rotating the pulley, two vanes move in and out from the center towards the outside of the pump. The vanes are in there tight and slide against a metal spring plate. My description sucks but what I am saying is moderately tight is due to design. I think. If you rotate the pulley, the resistance should be felt at one specific point (twice per full rotation), then it should turn easier again.

Edit: it is easy to take the pump apart and clean and lubricate the bearings (4). Reassembly is a bit of a puzzle, but doable. Don't brake the carbon sealing plate between the pump housing and back plate.
