Leak on p/s rack

Default Leak on p/s rack

I recently replaced my hp p/s line, so I was a bit dismayed to find more fluid on the driveway. On inspection, it appears the leak is at the small cover on the rack (held on with two 13mm head bolts) that is at the end of the steering rod input shaft. The hp and lp lines are staying dry, and the first appearance of fluid appears at the front seam of this small cover.

1. If the hp and lp lines are staying dry, am I on the right track to be thinking the leak is actually coming from this cover?

2. If the leak is there, can I drain the p/s fluid and safely pull this cover and install a new gasket? I honestly don't even know enough about the steering gear innards to know if there is fluid running behind this cover or if it is even supposed to be. Nor do I know whether other internal parts are being held into place by this cover piece - whether I can safely remove it with the rack still installed in the car.

On mine there was no gasket in there !! (? not supposed to be)
Oil is getting to that point because an inner seal is not working .... need to fix the root cause of the problem to do it right.
