Cooling fans wiring hack job

Default Cooling fans wiring hack job

When I bought my car, 5 years ago, one of the two cooling fans was running all the time at full speed, the other one didn't run. It was fixed by a mechanic who said the fans were "wired wrong" and that he corrected it. At that time I didn't know anything about my car, so I didn't ask further, and was glad the fans worked. Fast forward to today. I found the "fix".

The two positive leads to the fans are soldered together. I hate stuff like this. Instead of finding the real problem and fixing it, let's go for a hack job

I assume this means one of the two positive leads is dead and both fans run off one lead. Does that mean the output stage is the culprit?
