Yep:

As an aside, did it escape anyone's notice in the Ebay link above that our favorite ex- City of Bell Councilman is now selling Porsche parts?

would that o-ring go on the inside or the outside of the cam cover?
would it be plug, o-ring, cam cover, metal locking clip,
or plug, cam cover, o-ring, metal clip

The old o-ring comes out of the groove in the plug. Replace with the new o-ring. At installation, the o-ring slides into the hole in the cover, still supported by the plug. The mushroom head on the plug fits down against the top surface of the cover, while the o-ring seals the 3 sides of the groove in the plug, with the outer face of the o-ring in contact with the ID of the hole in the cover. Once the plug with the o-ring is installed in the cover, slip the spring washer over the end of the plug, then set the circlip in the bottom groove in the plug.

That is an O-ring in the cam cover plug. Look carefully; I've got an arrow pointing to it this time. It's a used, flattened out one, so its outside circumference is smashed flat, to the same diameter as the plug itself. You can remove them with a dental pick (carefully!) or a very small flat-tip screwdriver.
