Was there ever a Porsche factory installed 8 track player? For the 928?

No, at least not from the research I gathered.

There was early analog display in 78, then digital display in mid-year 79. The 2-**** was replaced by a single **** early 80'ish, with the Bamberg.

We never had 8 track players in Germany. We skipped that fad...

8 track was only an American thing or where the American cars were imported in quantity.

I think 8 track was long gone by '78.

My dad's '79 T/A still had it. Grass Roots, IIRC.

Unfortunately still a factory installed item on most American cars even in the early 80's. I still remember a Van Halen 8 track that would pop over to the next track in the middle of "running with the devil" - to the extent that even today I expect a brief pause, pop, click, and continuation of the song.

As far as Germans not making them, Blaupunkt made 8 track units for dealer installations in Porsche cars in the 1970s. They don't say Porsche on them but do match (more or less) the older style, spartan dashboards of the 911s.
