Default 79 Turn signal indicator chime?

Is there supposed to be a noise when the turn signal is on? I have no noise. My car also doesn't have any fasten seat belt indicator. I believe the Relay was pulled by the PO. Just dawned on me that maybe that action also defeated the typical turn signal noise. Anyone have an OB who can chime in. Pun intended.

no chime unless the door is open,
and the TS stalk is in a left or right position,
and the key is off
Otherwise the only sound you might hear is the relay on the CE panel with the carpet removed key on and indicating a L or R turn

I don't have a chime when door is open either. Is that connected to the fasten sear belts relay? Mine is pulled.
