On my 82-928. With the ignition ON, directional signals and hazzards work fine and running lights work fine. With the ignition OFF if I turn signal lever to left I get front and rear left running lights to turn on (no left signal blinking). Turn right with the signal lever and I get right side running lights on.

That's the way you use them as parking light depending what side of the street you park on

if you take some time to peruse your owners manual ( a great idea BTW)
you will find out how the switches and warning light systems work,
as well as the many other features that are engineered into your car.
