My 86.5 is due for emissions testing next month. Should I install Porken's S300 chips and Torque Rings before or after I test.
I have no issues, car runs great.

Matt, your emission test can be run anytime for up to 6 months before your renewal date so I'd go ahead and run it through emissions now before putting in the chips.

CA smog without issue using Porken's chip...actually seems to be a bit cleaner with them.
Be sure to have the smog guy use 3rd gear for auto and IIRC 3rd for manual as well so there's a bit of rpm during testing. Oh and make sure you heat up the cats just before testing!
Good luck.

I am sure Ken will weigh in here, but I asked him this question about smog before I ordered the chips. I ended up smogging the car with the stock chips, but here is what he said: "Your test emission numbers will likely go down. For the lowest NOx readings, you’ll probably need to disconnect the LH ‘lean mode’ plugs. (For the best response and highway mileage, you’ll want to plug them together.)"
He sent me a picture of the plug mentioned, but I cannot find it.
