The ad doesn't say anything about a build date. It only lists the first registration date, which was December 6, 1977. Remember that in many parts of the world (certainly in Continental Europe), the date format is dd-mm-yyyy, not the US mm-dd-yyyy.
VIN is 999.
He says he has a certificate of authenticity from Porsche.
Currently 253,000 kms on the odometer - that's about 158k miles.
Engine and transmission were replaced with rebuilt units at 173,000 kms, in 1993.
He has owned it since 2005, and invested approximately 20,000 Euros since then.

There must be a real shortage of early 928's in Germany. Based on that info, the car is nice, but that's long money for a higher mileage, less than stock, possible non-numbers matching OB.

I suspect you are right.
Germany taxes cars by a combination of displacement and emissions control standards. For many years, it would have been very unattractive to own one of these.
But now they are 30 years old and can be registered as historic cars - providing they are original. They do allow color changes, interior upgrades, and safety upgrades, though. This car might be a borderline case, because of its updated mirrors and engine.
