Low igntion voltage to plugs

I have 12.9 volts on the power feed to the Ign module and to the resistors, I can measure a voltage drop at the resistors. when car is running the coil voltage fluctuates from 8.0 to 8.4 am I to assume that this is normal due to the field collapsing?
