Default Emission control valve behavior

Hi All,

I am coming towards what I hope is the end of fixing the vacuum system on my 86.5 with the help of one of Rogers excellent vacuum refresh kits. I have already found one faulty valve, and now I have got to the emission control valve. The valve I mean is the black plastic one down beneath the expansion bottle that connects to the second port on the throttle body via the thermovalve and appears to be closed with no vacuum applied and then opens when vacuum is applied.

I have removed the part from the car as i found it did not hold vacuum, that is when I pumped the control line with a Mity-vac it was open to the air. If I block the two larger hoses off it holds vacuum, am I correct in thinking this has failed? The PO has used a VW part, but I assume it is the same thing....

Going further into the wing my Y connector is intact, but the PO had blocked off the hose running towards said valve with electrical tape. No idea why, and I am a little scared to find out why this was done. If I left it blocked, would i really care? I have seen the pictures of carbon pellets being sucked up into the system and wonder if this was a cheap bodge to fix this.
