Try Grey hound but the reciever has to pick them up at the station I think. Usually the cheapest because they do less. Otherwise UPS/FedEx/USPS tend to be about the same ~100 or so depending on size weight. I just shipped a set of wheels to San Deigo from Rochester, NY for just over $110. (4) boxes 18" x 18" x 12" 25lbs. each.

If I'm shipping wheels and tires, FedEx is almost always substantially cheaper than UPS. First, cover the tops of the wheels with something soft (old towel, thick felt, etc.). Then cut a disc from cardboard to fit the top and bottom of the wheel (make sure you feel confident the cardboard + soft stuff will protect them enough in the event of an impact, if thin cardboard, do 2 pieces on the front). Finally, wrap with either shrink wrap or a LOT of tape to keep it all secure. Ship them individually at a FedEx Kinko's or something, and I am guessing it will be around $25-$35 per wheel/tire combo. Much easier than going to the local bus station and making the customer pick 'em up.

I found that using a FedEx business account, shipping tires & wheels from MD to Ohio was $75 less than UPS.
If you're shipping wheels mounted with tires, you can get away with shipping them the way TireRack does it:
stacking one on top of the other with a round cardboard 'buffer' on the top, bottowm & between, then strapping the two wheels/tires together. You'd have two pieces as opposed to four, and I believe that's more economical. You'd want to confirm the max weight per piece, but if TireRack does it this way using UPS, my guess is you can as well.
