No. It indicates insufficient air flow thru radiator, that is, partial failure of fan.
I fixed mine by refilling with toyota silicon fan fluid. (actually, fixed two of them)
Others install electric puller fans instead.

Ive had mine sitting "halfway" then the red light came on. Dont always trust that stock gauge. Best mod Ive done on my car was install an aftermarket Autometer water temp gauge. Now there is no question to its temp

Consider picking up the 928 Specialists replacement fan. It opens up the entire area between the radiator and the engine belts, and the car runs far cooler with it on. Getting the old one out is a PITA, but slipping the new one in takes 15-30 minutes (with most of that involving splicing on the new wiring harnesses). And if you ever need it out again, you will be so glad you made this switch.

My 79 would do that. Easiest/cheapest thing to do is to drain and remove the radiator, then blow compressed air from back to front to blow out all the dust, dead bugs, dirt, road grit, etc. Be ready for a huge cloud of dust! Also blow out the a/c condensor back to front (don't have to remove it obviously). Clean out any leaves etc stuck between the radiator and condensor. Re-install and see if it makes a difference. Worked wonders for my car.

Hi,
Mine is usually on the second white mark. When sitting in traffic for a long time it goes to exactly the middle of the gauge and when it's very very hot (35º/40º celsius) it sometimes goes to the third white mark, but never above, and when the car starts yto move out of the traffic it goes down rapidly.
Just to state my case lol!
Regards
