ok I figured it out, when the car is not running 12v is read, when it is running it reads 14v. Originally I had the cables connected backword and burned out my ATT cell phone car charger, so once I put the cabled the correct way, wht/blk power, brn ground and replaced my cell charger with a new one it worked. Thank you all here for your help...!!!!

the only issue now is the "back break light" stays on even though my back breaks lights work, dang guess I need to check fuses now...
