Default Vacuume troubleshooting

I'm giving my vacuume system the once over via Pirtl's check list. It's an '83. Two quick questions;

1. I don't have a four-way tee by the brake booster, it's a three-way. Nor do I have a white line coming off anywhere near there. Am I correct in assuming my car IS NOT equiped with an "intake flap actuator"?

2. Is the picture below my heater valve? There is no actuator arm on it, however I did hook up my Mityvac to it anyway. It holds vacuume and I can hear something moving inside, can I assume it's operational? (oops, that's tree questions, sorry)

Looks like some sort of aftermarket heater valve, if it works leave it.

You do not have a flappy actuator, that's on '87 and up. 4 way/3 way, as long as you have all the hoses connected, you are ok.
